CALL TO ORDER-PVGSA MEETING.
ROLL CALL. A roll call will be taken to identify a quorum of the PVGSA Board of Directors.
PUBLIC COMMENT. The Board of Directors welcomes participation in Board meetings by the public. The public may address matters under the authority of the Board that have not been included in the agenda. However, California Law prohibits the Board from acting on any matter that is not on the posted agenda unless the Board of Directors determines that it is an emergency or one of the other situations specified in Government Code section 54954.2. The Chairman may limit the total amount of time allocated for public testimony on issues for each individual speaker. Public Comment is available to anyone on the teleconference or by emailing comments to [email protected]. The comments will be read into the teleconference if received by email.
POTENTIAL CONFLICTS OF INTEREST. Any Board member who has a potential conflict of interest may now identify the item and recuse himself or herself from discussing and voting on the matter. (FPPC § 87105.)

IV. FINANCE & ADMINISTRATIVE.<
1. Financial.
a) Ratify checks written July 26 through October 24, 2022 (Action Required)
b) Balance Sheet and Budget-to-Actual report as of September 30, 2022 (Action Required)
c) Update on final DWR grant reimbursement requests
2. Contracts. Update on search for administrative services
V. WATER POLICY.
1. GSP Implementation. Update on the following activities
a) Landowner accounts are ready for access through the District’s website
b) The Agency is currently measuring ground elevations for all water wells
c) Static water level measurements will begin in early December.
d) Water quality & subsidence measurement collection will begin in late October and coordinated through Ken Schmidt’s office
2. Metering. Update on the following activities
a) Month end meter readings were recorded for July, August, and September
3. Well Permitting: Governor Executive Order N-7-22. Update regarding well permitting a) One new application received from Fresno County. Site location was deemed acceptable after a review by Ken Schmidt.
VI. UPDATE ON PROPOSITION 218 FEES. Report on implementation of Proposition 218
1. Invoicing.
a) Payments on well registration invoices have been received
b) Meters will be read during December 2022
c) Extraction fees will be invoiced as of December 31, 2022.
VII. OUTSIDE COUNCIL’S REPORT. The Agency’s outside council may provide a report to the Board on legal matters and the Board may take action to approve any recommendations made in connection with such matters.

VIII. ENGINEER’S REPORT. The Agency’s consulting engineers may provide a report on the following matters and the Board may take action to approve any recommendations
1. North pipeline a) Update on North pipeline design & permitting (shared presentation)
2. Grant opportunities and related requirements
3. Review of the previously approved PVGSA Reimbursement Policy regarding the payment of application costs
4. Recommendation to hold Special Board meeting on November 21, 2022, to approve grant application
IX. HYDROGEOLOGIST’S REPORT. The Agency’s consulting hydrogeologist may provide a report on the following matters and the Board may take action to approve any recommendations made in connection with such matters:
1. Receive report from GSA Hydrogeologist, if any
X DIRECTOR COMMENTS. The Board may discuss other items as permitted by the California Government Code.
ADJOURN AS THE PVGSA BOARD MEETING.
Members of the public may directly address the Board of Directors on any item of interest to the public within the Board’s subject matter jurisdiction before or during the Board’s consideration of the item.
Written materials related to an agenda item to be considered in open session that are public records will be made available for public inspection upon request.
A person with a qualifying disability under the Americans with Disabilities Act of 1990 may request the Agency provide a disability-related modification or accommodation in order to participate in any public meeting of the Agency. Such assistant includes appropriate alternative formats of the agenda and agenda packets used for any public meetings of the Agency.
